Offering more than 60,000 grants a year assures the Department of Health and Human Services (HHS) the title of largest grant-making agency in the Federal government. With a budget of $502 billion in 2003, HHS provides such programs as Head Start (pre-school education), substance abuse treatments, immunization services and Medicare. Medicare is the largest health insurer in the nation, handling more than 900 millon claims a year. In addition to these services, HHS oversees the Food and Drug Administration (FDA) as well as the Centers for Disease Control and Prevention (CDC).
